Will the Ministry of Youth and Sport finance the projects of NGOs?
Yes, Ministry of Youth and Sport will finance programs and projects of youth and other non-governmental organizations that will deal with improvement the position of youth and other topics of interest for youth. Ministry of Youth and Sport works on defining of criteria and bids for allocation of funds will be open soon. All information will be available on the official presentation of the Ministry of Youth and Sport.
 
 When is development of National Strategy for Youth expected?
As the Republic of Serbia still does not have the National Strategy for Youth – comprehensive, intersectoral strategy for the improvement of the quality of life of youth, Ministry of Youth and Sport defined the development of Strategy as a first step in realization of given goals. We want the National Strategy for Youth to be the result of wide consultive process, both on national and regional and local level. Regarding that, process of development has already begun. Ministry has organized the workshop “Action plan for development of the National Strategy for Youth” in Banja Kanjiza, from 11 to 13 July 2007. You can read more about the workshop on the official presentation of the Ministry of Youth and Sport. Draft National Strategy for Youth is expected to be done by the end of 2007.
 
Will the Ministry of Youth and Sport establish the Office for Youth?
  Yes, Ministry of Youth and Sport will establish the Office for Youth, which will deal with giving information to youth. It will be a center of cooperation and support for socializing of youth. It will connect youth organizations among themselves and with international organizations. It will be a center of two-way communication with the youth from all Serbia. Necessary preparations and formal activities for establishment of the Office for Youth are ongoing.
 
Can two NGOs that work in partnership simultaneously apply for two joint project proposals? One as a unit for follow-up and support of process on the local level, and other as a resource organization? Supposing they will not get the support for both, they will leave a space to the Commission to accept the project proposal that will in their opinion fit operative, technical, financial and other capacities of organizations, project applicants.
  Yes, two organizations can apply in partnership simultaneously with several projects, with the documentation that imply signed contract on partnership with clearly defined roles of partners. Provided your proposal accepted, Ministry will sign the contract only with leader organization which will be responsible for project implementation according to the contract. Commission for selection will take into account that the implementation of one accepted project is not in opposition to the implementation of other, and to prevent collision of interests. Organization selected for support and follow-up will not be selected as a resource organization.
 
Can organizations apply in coalition? It is about organizations from the same town that have several years of work experience in the work with youth and youth issues and they will apply for the unit for follow-up and support and/or resource center for development of the Strategy for Youth. - Only total amount for projects and programs for youth policy allocated by the Serbian Government is stated in the bid (150 million dinars (RSD)). What is the financial framework for the programs that are opened till 31 August, that is, what is the minimum, and what is the maximum amount to apply with?
  Yes. Provided your project accepted, Ministry will sign a contract only with the leader organization that is responsible for project implementation.

• All interested NGOs can submit projects and adequate budgets, based on the project description from the advertisement, using their experience in previously implemented projects. Proposed budget will be estimated according to planned activities and concept of public events envisaged in the project and validity and rationality of expenses. Budget, together with project proposal, will be one of criteria for valuation of projects.
 
In the files downloaded from the website of the Ministry of Youth and Sport, it is said that we should send the photocopies of documentation: Statute of NGOs, Ruling on registration and Statement of account of applicant. Should the copies be certified (in council)? How many copies of the documentation should be sent?
Copies do not need to be certified. The following documentation should be sent:

One printed original and two printed copies of application with documents. (Application consists of application form with annexes 1 to 4 and documents: Statute of NGOs, Ruling on registration and Statement of account of applicant, active and passive balance, and balance of state for previous financial year) and CD with application and all annexes.
 
Explain the following definitions:
- “Аadequate references“
- “Demonstration of capacities“
• Adequate references related to recommendations of former / current work partners that organization can provide, regarding previous arrangement and experience.

• Demonstration of capacities related to previous participation of organization in project implementation of importance for invitation. Also, capacity and quality of human, technical and other resources that organization has at disposal and experience in implementation of similar processes in country and in region.
 
Is it necessary to suggest detailed draft of every planned public event in the application?
Yes, It is necessary to send draft of every planned public event, with content, duration and evaluation of the number of participants. NGOs are invited to express innovation and creativity in proposing public events within project realization.
 
Are there any limits regarding fees (per hour, day, month)? It would be easier to calculate fees in order to be optimal and it is not easy to define them.
Ministry has not envisaged any limits regarding fees of employee engaged in the process of project implementation. It is expected that NGOs propose fees and other project costs according to their experience and work so far, based on job description, efficiency and utility.
 
Please explain what original documents should be sent and which one may be copies.
Original project proposal and two printed copies of application form with annexes 1-4 are considered originals if they are signed by person that is certified for signature by project propounder. . Other documentation does not need to be certified.
 
This is a technical question that is connected to the representation of project. Can the defined boxes for text input in the form be expanded?
Application form is formatized and input of text can be done to the page 1 of format А4. It is allowed to format texts in boxes in order to input text, having in mind not to alter form and proposition on text length
 
How many projects can an organization apply? How many projects can be given to an organization (that is, can an organization simultaneously act as NGO resource center for development of the National Strategy for Youth and as a Unit for follow-up and support of process on a local level)?
One organization can apply with more projects. The Commission will take into account that one organization can get only one project. It is emphasized that one organization can not be selected for both NGO resource center and Unit for follow-up and support on a local level. Also, Units for follow-up will not be able to participate in the second round of bids that will be opened by the Ministry on 5 September 2007.
