Youth sector

The Youth Sector carries out tasks related to: system, development and improvement of the youth policy; the implementation of national policy and the preparation and implementation of the national youth strategy, as well as action plans and programs; the work of the Fund for the Young Talents; encouraging young people to organize themselves and join together in associations and participate in social developments; protecting the interests of young people and helping young people to achieve these interests; advising young people and instructing young people about employment and volunteer work; encouraging non-formal education of young people; cooperation with youth organizations and associations in organizing international youth events and conferences in the Republic of Serbia; assistance and cooperation with youth organizations and associations in their work and promotion of youth policy and youth organizations and associations; enabling youth organizations and associations from the Republic of Serbia to participate in conferences and events for young people abroad; monitoring and evaluation of the place and role of young people in the Republic of Serbia; creating conditions for the establishing and operation of youth offices; encouraging the development of youth policy and the work of youth offices at the local level; monitoring the implementation of youth policy at all levels of government; as well as other tasks from the Sector’s competence.

In the Youth Sector, there are the following internal units:

  • Section for Strategic, Normative, Legal and Operational - Analytical Affairs;
  • Group for Cooperation with Youth Offices and Associations.

The Section for Strategic, Normative, Legal and Operational - Analytical Affairs carries out tasks related to: system, development and improvement of youth policy and implementation of national policy; preparation, implementation, monitoring, and reporting on the implementation of the National Youth Strategy at all levels of government and keeping a database on the implementation of the strategy at all levels of government; monitoring and evaluation of the place and role of young people in the Republic of Serbia; monitoring the status and launching initiatives to address youth issues; protecting the interests of young people and helping young people to achieve these interests; developing project documents, analyses, and studies that serve as a professional basis for policy implementation in this area; participation in the drafting of laws, bylaws and other regulations relating to youth and the work of the Fund for the Young Talents; preparation of opinions on proposals and draft acts prepared by other ministries from the Sector’s competence; drafting protocol on cooperation proposals in the field of youth policy with various institutions and organizations in the Republic of Serbia; preparation of materials from the Department’s scope of work related to international cooperation in the field of youth policy in coordination with the Sector for International Cooperation and other affairs from the Section’s scope of work.

The Group for Cooperation with Associations and Youth Offices carries out tasks related to: creating conditions for the establishing and operation of youth offices; monitoring of youth policy and work of youth offices at the local level; supporting young people in their active participation in the local community; monitoring the implementation of the programs of youth organizations and associations and local self-government units; collating measurable data on young people based on the monitoring of the realization of programs and projects designed for young people and implemented in local self-government units, and their continuous updating; developing analyses of the effects of programs and projects implemented by youth associations and offices and reporting on them; analyzing and verifying financial reports in the field of youth; keeping a database of local youth offices, youth associations, alliances for youths and their unions; encouraging young people to organize themselves and to join together in associations and participate in social developments; capacity building of youth associations and youth offices; preparation of publications in the field of youth policy; administrating the Internet presentation of the Youth Sector; developing a system of youth information at the local level; cooperation with associations and youth offices in organizing international events and conferences in coordination with the Sector for International Cooperation and European Integration; encouraging non-formal education of young people and other activities within the scope of work of the Group.

Services provided by the Youth Sector​

  • Raising the capacity of youth organizations to implement the objectives of the National Youth Strategy and activities set out in the Action Plan for its implementation
  • Providing support for the establishing of a sustainable career guidance and counseling system, as well as continuous promotion of career guidance and counseling, in accordance with the objectives of the Career Guidance and Counseling Strategy in the Republic of Serbia and activities set out in the Action Plan for its implementation
  • Informing young people about various competitions and opportunities for volunteer work
  • Training of youth associations and alliances for youth in project writing
  • Cooperation with youth associations, alliances for youth, and their unions in the drafting and implementation of strategic documents in the field of youth policy
  • Encouraging and achieving international cooperation related to youth
  • Systematic monitoring of the status, problems, needs, and attitudes of young people in the Republic of Serbia
  • Providing support to local self-governments in establishing local youth offices and coordinating activities of local youth offices
  • Providing support to local self-governments in drafting and implementing local action plans for young people
  • Strengthening the capacities of local and regional youth office coordinators
  • Coordination of the work of the Fund for the Young Talents and providing administrative and technical assistance for the purposes of this body
  • Assistance to grantees of the Fund for the Young Talents in continuing education and further professional training through the services provided by the Center for Career Guidance and Counseling of Young Talents.

FUND FOR THE YOUNG TALENTS OF THE REPUBLIC OF SERBIA

Within the Ministry of Youth and Sports there is also the Fund for the Young Talents of the Republic of Serbia, which in its field of activity deals with the population of the same age as the Youth Sector. The scholarships and prizes for nearly 3,300 high school students and university students are awarded annually. Since it has been under the auspices of the Ministry of Youth and Sports, as of August 2008, the scholarships and prizes for more than 24,400 young people were awarded with over 6.7 billion dinars (gross amount).

The Chairman of the Fund for the Young Talents is Vanja Udovičić, Minister of Youth and Sports, and the Members of the Fund are the Minister of Finance, the Minister of Education, Science and Technological Development, the Minister of Culture and Information, the Rector of the University of Belgrade, and the President of the Serbian Academy of Sciences and Arts.

Since 2010, the prize, which is awarded to talented and successful high school and university students, is named “Dositej” after Serbian reformer and illuminator Dositej Obradović.
