Sector for International Cooperation and European Integration

The Sector for International Cooperation and European Integration carries out tasks related to: coordination of the realization of international cooperation in the field of youth sector and sports; participation in the monitoring and implementation of international agreements and conventions, international bilateral and multilateral cooperation programs in the field of youth and sports; realization of activities with a view to creating a positive attitude on the part of the international public; all processes in the field of European integration of the Republic of Serbia; activities relating to harmonization of domestic regulations in the field of youth politics and sports with the acquis communautaire; providing support to youth and sports organizations and associations in international activities, especially in processes related to IPA projects and other international funds; preparing a proposal for a platform for international agreements; encouraging international cooperation from the competence of the Ministry; preparing the participation of representatives of the Ministry at international meetings; analyzing the effects and potential possibilities of the Ministry through international cooperation; preparation of the draft annual plan for public procurement, tender documents, decisions, proposals of contracts and other acts in the public procurement procedure; coordination and organization of work and cooperation with commissions for conducting public procurement procedures; compiling and submitting reports to the Public Procurement Directorate and other activities from the Sector’s scope of work. In the Sector for International Cooperation and European Integration, there are the following internal units:

  • Group for IPA projects and international funds;
  • Group for International Cooperation and European Integration.

The Group for IPA projects and international funds carries out tasks related to: planning and preparation of projects financed from the EU pre-accession funds and other international funds in the field of youth and sports; preparation of accompanying program documents in the appropriate format; performing the necessary activities so that the funds for national co-financing of the projects are planned and provided on time; participation in the assessment of priorities, development and harmonization of contributions for strategic documents; informing the public about potential sources of financing for projects and the benefits of participation in the EU programs; securing participation in appropriate sectoral preparatory groups and relevant project monitoring committees; preparation of reports on activities related to preparation, implementation and monitoring of the implementation of projects funded by EU funds; implementation of the rules and principles necessary for the establishing and sustainability of the decentralized system of management of EU funds and other international funds; preparation and updating of the public procurement plan, preparation of technical documents for the implementation of the public procurement procedure and participation in the public procurement procedure, monitoring the implementation of the contract, acting on the findings of the national auditors, the auditors of the European Commission, as well as external assessors, the implementation of corrective measures and reporting to the program authorizing officers and the National Authorizing Officer on the implemented measures; cooperation with other sectors at the Ministry, state bodies involved in a decentralized system of management of the means from the EU funds and other stakeholders in project planning and implementation; development of plans, programs and work reports, and other tasks within the Group's competence.

The Group for International Cooperation and European Integration carries out tasks related to: harmonization of domestic regulations in the field of youth policy and sports with the acquis communautaire; participation in the preparation and giving opinion on the harmonization of domestic regulations with EU law in the field of youth policy and sports; study-analytical and normative tasks and analyzing the compliance of regulations in the field of youth sector and sports with the standards of European legislation; participation in the coordination of the activities of cooperation between youth and sports organizations and international youth and sports organizations and other international entities; compilation of information, analyzing and reporting in the field of international youth and sports policy; cooperation with bodies and structures for youth and for sports at the world and European levels; preparing proposals for platforms for international negotiations; participation in monitoring and implementation of international conventions in the fields of youth policy and sports; drafting protocols on cooperation; giving opinions on regulations and acts prepared by other bodies and organizations; cooperation with other internal units of the Ministry in all matters within the scope of its competence, and other tasks within the competence of the Group.
