Secretariat

The Secretariat of the Ministry carries out tasks of common interest for the Ministry, such as: personnel, financial, IT, tasks related to directing, organizing and unifying the work of internal organizational units of the Ministry and cooperation with other bodies.

In the Secretariat, there are the following internal units:

  • Department of Human Resources, Legal and General Affairs;
  • Department of Financial, Material, Analytical and IT Affairs.

 

The Department of Human Resources, Legal and General Affairs carries out tasks related to: monitoring the status, proposing measures, and implementing activities in the field of staff development and planning; coordination and monitoring activities related to programs in the field of personnel development; rights and obligations of employees from employment, verifying suitability for employment when hiring and in the course of work; evaluation and promotion of civil servants; preparation of acts on the rights, obligations, and responsibilities of civil servants and employees; keeping the personnel records of the Ministry for the needs of the Central Personnel Records; preparation of the Draft Personnel Plan; statistical records, office and operational - professional tasks that ensure efficient and harmonious work of all internal units; public procurement activities for the Ministry, except for public procurement in the field of infrastructure project management and international cooperation and European integration; drafting and updating of the Ministry's information review on the work of the Ministry; cooperation with the services of the Commissioner for Information of Public Importance and Protection of Personal Data and the Ombudsman, as well as the Anti-Corruption Agency and other independent bodies; tasks related to the preparation, monitoring and updating of the Integrity Plan of the Ministry; tasks related to safety and protection at work; the preparation of internal general and individual acts from the competence of the Secretariat passed by the Minister; preparation of the Work Plan and the Ministry's Report on the work of the Ministry submitted to the Government, in cooperation with all internal units, as well as other tasks within the Department’s scope of work.

The Department of Financial, Material, Analytical, and IT Affairs carries out tasks related to: planning and dedicated spending of funds allocated for the work of the Ministry; preparation of the draft Financial Plan; control of financial and accounting data; preparation of proposals for determining priority areas for the financing of bodies for the budget and the next two fiscal years; bookkeeping tasks; participation in the preparation of the Public Procurement Plan for the Ministry; proposing and monitoring the execution of the budget within the distribution of the Ministry and coordination of the preparation of annual and periodic reports on budget execution; organization and monitoring the execution of financial obligations of the Ministry in the implementation of contracts and other legal obligations; coordination of the production of information, reports, and analyses in the field of financial and material operations of the Ministry; participation in the drafting of rationales on draft laws or other regulations and acts from the competence of the Ministry in the part of the assessment of financial effects; IT work and equipment management of the Ministry; monitoring and controlling the legality and intended use of funds allocated to the Ministry; controlling the compliance of the book status of the general ledger of the Treasury with the auxiliary records of the Ministry and monitoring and controlling the implementation of the budget in accordance with the approved appropriations and monthly quotas; controlling legality, accounting accuracy and credibility of financial documentation; controlling and monitoring the dedicated use of budget funds by indirect beneficiaries; compilation of annual and periodic reports on budget execution; compiling information, reports and analyses in the field of material and financial operations of the Ministry and other users; performing tasks in the part of organization of receiving, processing, and realization of payment orders; organizing and conducting inventory of fixed assets; preparation of the Proposal of the financial plan and consolidation of the proposals of the financial plans of the indirect beneficiaries; planning and allocating quotas by appropriations and programs, projects and beneficiaries of funds and entering quotas into the application in the Treasury, as well as other tasks within the competence of the Department.
